Yeah, you get buy those at Best Buy. HDMI to mini and stream your phone or tablet through your TV.

you can put xbmc/Kodi on your phone too.

MHL works. You do not need a smart TV. I have a cable that works on any phone that supports it. Worked on my old S4 too.

MHL just uses one of your phone's microUSB port pins to send video. The cable plugs into the microUSB and then has a Y cable off it - HDMI on one end (for delivering video) and USB on the other (for power).

so i would need wifi? i'm trying to get rid of my internet so i guess the chromecast isn't what i need.
