It's more complicated than that. Cities like Baltimore already have a diverse police force, as well as politicians in city council and the city is still a dump. It's going to sound corny as hell but the only way to solve this stuff is for black people and the police to work together. As long as both distrust the other one, things aren't going to improve. That means work from both sides though, cops have to be A LOT more fair with arrests and black people have to put in much more effort into keeping their neighborhoods safe and fighting to keep crime out of their communities.
